In order to enhance the transparency and quality of the procedure for engaging external monitoring experts and to improve the level of institutional accountability for the quality of selected experts monitoring the work of the Department, the Council adopted amendments to the Rules of Procedure. These amendments ensure the publicity of the selection procedure for external monitoring experts, the active involvement of Council members in monitoring candidate competencies and the objectivity of the procedure, as well as the possibility of choosing from a larger number of candidates.

The Council decided that in the commissions for selecting external monitoring experts, the majority of the selection committee members would be chosen by the international partnerโ€”the EU. This further confirms the Council's unequivocal commitment to creating a perception of complete independence of the experts monitoring the work of the Department.

Additionally, the amendments to the Rules of Procedure ensure that a broader range of potentially qualified candidates, regardless of citizenship, can apply to public calls for engaging experts, which will also be published on the Council's website. This prevents potential discrimination against candidates that could arise if applications were restricted solely based on the criterion of citizenship.
