On November 14, 2025, the Central Election Commission (CIK) issued a public call for the procurement of the mentioned systems, and on March 19 of this year, it made a decision on the best bidder, awarding the contract worth 74 million BAM to the company "Smartmatic" BH d.o.o. as the group leader, along with "Smartmatic International Holding" B.V. Amsterdam, Netherlands, and "DSC" Agency for the Protection of People and Property.
On the same day, "Planet Soft" from Banja Luka announced an appeal against this decision, stating that they had submitted an offer that was 17 million BAM cheaper than the one offered by the selected company.
Ultimately, three appeals were filed against the mentioned decision: from the aforementioned bidder group "Planet Soft" d.o.o. Banja Luka, then from the company Artco Group d.o.o., and the company Provis d.o.o. Bijeljina.
CIK announced that two of the three appeals have already been submitted to the Appeals Review Office, and they will soon comment on the third appeal, which arrived today.
"The statement on the appeal of the Bidder Group Planet Soft d.o.o. Banja Luka was sent by courier to the Appeals Review Office on April 3, 2026, while the statement on the appeal of Artco Group d.o.o. was also delivered by courier on April 6, 2026. Simultaneously, along with the statements, a Request for urgent resolution of the subject appeals was submitted to the Appeals Review Office in accordance with the provisions of Article 111, paragraph (6) of the Public Procurement Law. The appeal of the company Provis d.o.o. Bijeljina was received today at the Central Election Commission of BiH, and CIK BiH will subsequently comment on its timeliness," said CIK.
This procurement is part of a multi-year project to introduce specific electoral technologies into the electoral process, aimed at ensuring a secure, transparent, and efficient electoral process in Bosnia and Herzegovina. However, the appeals will certainly further delay the procurement process, which must be efficiently prepared before the elections, especially if the appeals remain pending for a long time in the drawers of the Appeals Review Office.
