As they state, art is not a luxury, nor a secondary activity. "It is the foundation of our shared humanity, a space for critical thinking, a source of the deepest aesthetic pleasure, and a key factor of social cohesion. Culture, and especially art as its foundation, shapes the way a country wishes to be recognized, how it communicates with the world, and is its representative and most long-lasting identity. Countries that systematically support culture and art invest in their future, in more modern education, the creative industry, international reputation, and economic development. Bosnia and Herzegovina, with its rich and diverse cultural heritage and contemporary artistic potential, has all the prerequisites to place art at the center of its development," they stated. They also emphasize that art and culture in Bosnia and Herzegovina have been on the margins of systemic care for many years. "Insufficient investments, the absence of long-term development strategies in culture, a restrictive institutional framework, and the lack of substantial support have led to artists and cultural workers operating in uncertain and often unsustainable conditions. Despite this, art survives thanks to individual enthusiasm, dedication, and talent. Precisely in this contrast between the value of art and the position of artists lies the need for a more serious approach and greater societal understanding of its significance. The time for action is now," they conveyed. Additionally, they called for the implementation of several clear changes. "We appeal to the competent institutions at all levels of government in Bosnia and Herzegovina to undertake the following: Increase budget allocations for art and culture, aiming to create conditions for the long-term sustainability of professional associations' work Improve competition/public call procedures, through timely definition of deadlines, transparent communication, and the possibility of funding multi-year projects Enhance the status of artists and cultural workers, with special emphasis on the position of freelance artists Ensure transparent, predictable, and continuous funding models that enable the stable development of artistic associations and cultural institutions Establish and support mechanisms for international cooperation in the field of art and culture, including artist mobility, development of partnership projects, knowledge exchange, and facilitated access to international funds," they stated. They also called on the wider public to recognize the value of art and decisively support the work of artists. "Art is the foundation of human existence: from the earliest times, it shapes our understanding of the world, offers meaning and joy, questions reality, teaches us to see and listen, shapes the space we live in and the way we exist within it, fills our time, and awakens our conscience. We all have a right to art, but we also have a responsibility towards it. Therefore, we propose that April 15 become the Day of Open Cultural Programs and Coordinated Presentation of Domestic Artists Across the Country โ a day when art will be accessible to all and visible in public spaces, as an opportunity for joint action and symbolic unification of Bosnian-Herzegovinian society. On World Art Day, we remind: a society that does not invest in art denies its own humanity, hope, and future," they conveyed.
