During the debate, it was emphasized that the involvement of all competent institutions is necessary to establish the facts regarding the management, operations, and key decisions that led to the company's collapse. Special focus was placed on the responsibility of individuals and institutions, as well as on potentially harmful contracts and decisions that had long-term consequences.
Following the discussion, the Assembly of Tuzla Canton unanimously adopted a series of conclusions, among which a clear demand stands out for a detailed investigation into the financial flows, management decisions, and legal procedures related to Koksara and associated companies.
"*The Assembly of Tuzla Canton requests the Government of Tuzla Canton to provide information on whether, and if so who, when, and under what authority, on behalf of the Government of Tuzla Canton, signed an annex to the contract with a foreign partner in GIKIL Lukavac, and whether this annex enabled the acquisition of majority ownership rights without a clearly defined and time-limited investment obligation, thereby damaging state capital in this company*," states one of the conclusions.
Additionally, the Assembly demands full transparency regarding finances. "*The Assembly of Tuzla Canton requests the Government of Tuzla Canton to ask the bankruptcy administrators (KHK and Koksara) to submit complete documentation, including information on how the profit of 65 million KM in this company was spent*," it was emphasized.
Special attention was also directed to judicial institutions, from which a clear response is demanded regarding any potential investigations. "*The Assembly of Tuzla Canton requests the Prosecutor's Office of Tuzla Canton to provide information on whether it is conducting proceedings related to the operations of Koksara Lukavac and associated companies, whether investigations have been initiated, and what their current status is*," it was concluded.
Simultaneously, it was recalled that as early as 2017, requests were made for urgent action by courts and prosecutors regarding the operations of GIKIL, and a report is now demanded on what specifically has been done. "*The Assembly of Tuzla Canton requests information from the Prosecutor's Office of Tuzla Canton and the competent courts on what actions have been taken regarding the aforementioned conclusions from 2017, including reasons for any inaction or suspension of proceedings*," states one of the conclusions.
The conclusions also note the concerning fact that bankruptcy administrators have not yet submitted key information about the progress of the proceedings, prompting an urgent request for the submission of complete documentation.
In addition to determining responsibility, the Assembly of Tuzla Canton also expressed support for the workers, emphasizing the need for their care and protection of rights. The conclusions also encompass a broader context, including the issue of an arbitration proceeding against Bosnia and Herzegovina, where information is sought on potential financial risks and the protection of the canton's interests.
This session clearly raised the issue of systemic failures and responsibility for one of the largest industrial losses in the recent history of Tuzla Canton. The key demand remains: determining how state capital worth tens of millions of marks disappeared and who will be held accountable for it?
