According to new regulations, apartments owned by the City will be allocated for a period of five years, with the possibility of extension after verification of conditions. This abolishes the previous practice of indefinite apartment allocation, which was not in accordance with the law.
The President of the City Council, Dženis Ćulov, emphasizes that this decision represents a key step toward regulating this area.
"Finally, order has been brought to the non-profit social housing sector in Goražde because this decision brings what has been missing for years: clear rules, transparent procedures, and fairness. Social housing is not a privilege but a right for those who truly need it," says Ćulov.
A particularly important segment of the decision is the revision of all existing contracts. Those who still meet the criteria will receive new fixed-term contracts, while others will lose the right to use the apartments.
An amendment by councilor Nudžeim Džihanić was also adopted, further specifying the scoring criteria to facilitate access to social housing for persons with disabilities.
During the discussion, questions were raised about the legality of previous allocations, possible irregularities, and rental arrears. It was confirmed that warnings have already been issued and a number of lawsuits filed, while a detailed report on all users and procedures is expected at the council's May session.
