At the very beginning of the session, Chairman Kemal Ademović established that there was no quorum for the meeting. Eight delegates attended the session: five from the Bosniak ranks, one from the Croat ranks, and two from the ranks of the Serbian people.

As Ademović stated, only Ilija Cvitanović (HDZ 1990) justified his absence.

Nikola Špirić had previously announced that he would not attend the session, as would delegates from SNSD, Radovan Kovačević and Sredoje Nović.

"This is a kind of blockade because there are public debates about the Excise Tax Law. Before the Excise Tax Law, there are two points. We could have come to discuss, adopt those two points, and on the third, see what we will do next," said Ademović.

Delegate Nenad Vuković (PDP) emphasized that non-working days are not determined by Nikola Špirić, alluding to Špirić's displeasure that the session was scheduled in the middle of the week between Catholic and Orthodox holidays. Vuković reminded that today is a working day and that everything is functioning and operating.

"The only three people who granted themselves a non-working day today are Mr. Špirić, Nović, and Kovačević, and they should be ashamed. Especially because they misused one of the greatest Orthodox holidays, Easter, to wash away what they are doing—depriving the quorum and blocking the work of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina," said Vuković.

Delegate Zlatko Miletić said that he proposes that those who do not come to work be reported to the Prosecutor's Office of Bosnia and Herzegovina.

Chairman Ademović called for a 10-minute break to enable a quorum for work.

The agenda of the session should include: Proposal of the Law on Amendments to the Law on Service in the Armed Forces of Bosnia and Herzegovina, Proposal of the Law on Amendments to the Law on Salaries and Allowances in the Institutions of Bosnia and Herzegovina, Proposal of the Law on Amendments to the Excise Tax Law in Bosnia and Herzegovina, Proposal of the Law on Restricting Disposal of Property with the Aim of Preventing Terrorism, Financing of Terrorism, and Financing of the Proliferation of Weapons of Mass Destruction, Proposal of the Law on the Regulator, Transmission, and Market of Electric Energy in Bosnia and Herzegovina, Proposal of the Law on VSTV, Proposal of the Law on Amendments to the Law on the Court of Bosnia and Herzegovina, Proposal of the Law on Amendments to the Law on Labor in the Institutions of Bosnia and Herzegovina, and Proposal of the Law on Amendments to the Law on the Intelligence-Security Agency of Bosnia and Herzegovina.
