What makes this move utterly absurd is the fact that it is their parties that have been blocking the work of the House of Peoples for months.
According to a document officially received today in the records of the Parliamentary Assembly of Bosnia and Herzegovina, which we have seen, Čović and Špirić addressed their request to the Chair of the House of Peoples, Kemal Ademović.
As the sole agenda item, they proposed: "Ensuring the unimpeded work and functioning of the House of Peoples." Due to the official travels of Chair Ademović, the duo from HDZ and SNSD proposes that the session be held only in about ten days, specifically on Monday, April 20, 2026, at 12:00.
The irony of this request is obvious. It is precisely HDZ and SNSD that have been blocking the work of the House of Peoples for months, directly stalling the work of the entire Parliamentary Assembly of BiH. To add to the absurdity, the political actors who have brought the institution to a state of complete paralysis are now, through official acts, requesting a discussion on its "unimpeded work and functioning."
Meeting with Schmidt and Differing Views on Priorities
This indicative move comes on the same day that Dragan Čović, together with Darijan Filipović, met with the High Representative in BiH, Christian Schmidt.
As officially announced by the OHR, the focus of the talks was precisely on the general political situation and the work of the Parliamentary Assembly of BiH, including legislative processes aimed at European integration and the implementation of electoral technologies.
"Maintaining the stability of Bosnia and Herzegovina on its European path must be a priority for all. Strengthening the position of every citizen requires cooperation at all levels of government," Schmidt said after the meeting.
However, it is interesting to observe the complete disconnect between what the OHR and the HDZ leader communicated after the meeting. Čović soon spoke up on the X network, stating that "functional institutions" were the primary focus. Paradoxically, the leader of a party participating in the blockade of the state parliament advocates for institutional functionality in meetings with the international community.
Furthermore, while Čović emphasized that there was a "constructive exchange of information on the equality of Croats," the High Representative evidently did not consider that detail a central part of the discussion and did not mention it in his official statement.
It remains to be seen how Kemal Ademović will respond to this request and whether today's document is a genuine attempt to unblock the work of institutions, as called for by the OHR, or merely another bureaucratic maneuver by the ruling coalition at the state level.
