This law was the only item on the agenda of today's session, and the House of Peoples of the FBiH Parliament had already been scheduled earlier on the same topic, and they will also discuss the Proposal in seven days. Today's session lasted nearly six hours, a large part of which was spent on breaks during which representatives, together with the Minister of Energy, Vedran Lakić, negotiated the text of amendments that would further protect state property. However, in the end, the FBiH Government did not accept any amendments. 79 representatives voted in favor, one was against, and two abstained. The law, in the form of amendments and supplements to the current legislation in the mentioned area, was proposed by the FBiH Government, initiating that the FBiH Parliament consider it under an urgent procedure. Previously, ministers had long debated it, and a working group had drafted the text of the amendments. Through the law amendments, the text introduces an American investor, the company AAFS Infrastructure and Energy d.o.o., registered in Sarajevo and wholly owned by the American company AAFS Infrastructure and Energy LLC. At the same time, the possibility that BH Gas has jurisdiction over this gas pipeline is excluded. The relevant minister, Vedran Lakić, stated that besides the main route of the gas pipeline, the newly proposed amendments also foresee branches towards the cities of Grude, Gornji Vakuf-Uskoplje, Donji Vakuf, and Čapljina, as well as a new direction from Kladanj towards Tuzla. However, the Aarhus Center in BiH and the CEE Bankwatch Network warned that the law should be withdrawn from the urgent procedure because it is detrimental to the Federation of BiH and its citizens and "opens space for favoring an unknown investor without experience." They also emphasized that the only reference to the investor mentioned in the law is that it is politically connected with Donald Trump. "This is a proposal of a Law that is not in accordance with the Constitution of BiH, the Constitution of FBiH, the EU legal acquis, nor the laws of BiH and FBiH, and the FBiH Government is obliged to withdraw it to protect the public interest. In this Law, key rights and obligations of the investor remain undefined and left to subsequent agreements between the FBiH Government and a private company, which represents a serious legal and financial risk for FBiH," stated Nina Kreševljaković from the Aarhus Center. Pippa Gallop from the CEE Bankwatch Network pointed out that there is still no information on how much this project will cost the citizens in FBiH because the FBiH Government has never made a calculation.
