The universal child allowance implies that every child has the right to a child allowance, regardless of social status. Currently, the child allowance in the Federation of BiH is not a universal right, but social status is verified, meaning that only families meeting the conditions can exercise the right to the supplement. It is estimated that 395,000 children under the age of 18 live in the Federation of Bosnia and Herzegovina. According to the latest official data, every second child in the Federation lives on the poverty line, while every fourth is below the poverty line. At the beginning, Deliฤ stated that the Ministry had previously conducted, in cooperation with UNICEF, a feasibility study on introducing a child allowance at the level of the Federation of Bosnia and Herzegovina. "The study was done by the Faculty of Economics, i.e., the Institute of the Faculty of Economics of the University of Sarajevo, and today we will present this study to all present. We have invited all cantonal premiers, relevant ministers, representatives in the House of Representatives, delegates in the House of Peoples, and others. We want to present a model that we have already somewhat harmonized at the ministerial coordination, which includes cantonal ministers of labor and social policy and the federal minister of labor. This is essentially the conclusion of one of those ministerial coordination sessions," said Deliฤ. Deliฤ emphasized that for the first time, a strategy for the development of the social and child protection system in the FBIH has been adopted. "This is the first time we have such an official act and document that tells us in which direction we should go, and for the first time, we have recognized the issues related to child poverty, children living on the border and in the zone of poverty itself. And here in conversation with colleagues from UNICEF, they say that today is a historic session. Today we have the opportunity to discuss one of the models for introducing a child allowance, but it is impossible to do without the support of the cantons," he pointed out. He added that the best possible conclusion would be to make a decision to start with Amendments and Supplements to the Law on Material Support for Families with Children, which would foresee the introduction of a universal child allowance. "What is important to emphasize is that during this term, we have increased the child allowance to 195 KM. The total budget has increased from about 50 million KM to 228 million KM, which is an increase of almost 180 million in the past few years," concluded Deliฤ.
