As highlighted in his social media post, Zvizdić has filed a request to resolve the dispute between Bosnia and Herzegovina and the entity of Republika Srpska, due to what he described as the unconstitutional and illegal allocation of budget funds from the Republika Srpska entity budget for lobbying against Bosnia and Herzegovina, through the budget line "Transfers to Representations of Republika Srpska Abroad."

"By reviewing the budget expenditures in the Republika Srpska entity, it is evident that this entity allocated 42.5 million KM of public funds for this purpose in 2025 alone, and this spending continued into 2026," Zvizdić added.

He noted that a large number of contracts are registered in FARA, the register of foreign agents operating in the United States.

"In this regard, there is a significant number of lobbying contracts published in the FARA register that were concluded by the Republika Srpska entity, which clearly show that budget funds, contributed to by all individuals and legal entities in the Republika Srpska entity and throughout the state of Bosnia and Herzegovina, are being spent on illegal and unconstitutional lobbying against the state of Bosnia and Herzegovina," he wrote.

He particularly emphasized the contract concluded on September 6, 2025, between the head of the Republika Srpska representation in Austria, Mladen Filipović, and the president of the legal entity Dickens and Madson Canada Inc., Arie Ben Menashe.

"In this two-year contract, the lobbying objectives (paid for by all citizens of Bosnia and Herzegovina) include 'the independence of Republika Srpska from Bosnia and Herzegovina,' 'reviewing the decisions of the High Representative,' 'annulling the legal early elections for the President of Republika Srpska,' 'lifting sanctions for the organizers of the unconstitutional Republika Srpska Day,' etc.," Zvizdić wrote.

In the rest of the post, he states that his goal is not to stop lobbying for "economic development, which is a legal and permitted activity in most countries worldwide."

"The goal of my appeal is for the Constitutional Court of Bosnia and Herzegovina to prohibit all budget payments at all levels of government in Bosnia and Herzegovina for lobbying for unconstitutional and illegal objectives that contradict the Constitution of Bosnia and Herzegovina, the laws of Bosnia and Herzegovina, the decisions of the Constitutional Court of Bosnia and Herzegovina, and the institutions of Bosnia and Herzegovina. All individuals and legal entities from across Bosnia and Herzegovina contribute to the budget, and budget expenditures must not be directed toward undermining the territorial integrity and sovereignty of the state of Bosnia and Herzegovina," he said.

He expressed hope that the Constitutional Court of Bosnia and Herzegovina will recognize such activities as impermissible, and he believes this issue would be permanently resolved in this way.

"That is why I have also requested an interim measure from the Constitutional Court of Bosnia and Herzegovina to temporarily suspend the implementation of the disputed budget line from the Republika Srpska entity budget for 2026, pending the final decision of the Constitutional Court of Bosnia and Herzegovina, because we have a series of lobbying contracts concluded during 2026, and there is a clear tendency for similar actions to continue in the future," Denis Zvizdić concluded.
