Tirana Police has confirmed the arrest of four individuals in connection with the fire that engulfed an apartment building near QSUT one day earlier.
Those taken into custody are Razie Sula, Agron Cara, Enver Ademi, and Altin Furtuna, while criminal proceedings have also been initiated against the building's owner.
According to official data, preliminary investigations indicate the fire is suspected to have started in the rear section of a market managed by Razie Sula, where waste had accumulated. Authorities suspect that the lack of measures to clean it may have contributed to the outbreak of the flames.
The investigative team continues its work to fully clarify the circumstances of the event and the corresponding responsibilities.
Specialists from the Crime Investigation Unit of Police Commissariat No. 4, continuing the investigative and procedural actions carried out under the direction of the Prosecutor's Office to determine the causes of the ignition and spread of the fire, yesterday, at a residential complex on Dibra Street, arrested the citizens:
- A. C., 54 years old, administrator of the apartment complex, for the criminal offense "Violation of occupational safety rules"; - R. S., 54 years old, manager of the market on the first floor of the complex, for the criminal offenses "Destruction of property through negligence" and "Violation of occupational safety rules"; - E. A., 66 years old, lead engineer for the construction works of this complex, for the criminal offense "Violation of occupational safety rules"; - A. F., 46 years old, administrator of the entity that carried out the facade works for the complex, for the criminal offense "Violation of occupational safety rules".
Additionally, a criminal investigation was initiated against citizens S. A. and E. M., employees at the market, for the criminal offense "Destruction of property through negligence", as well as against citizens A. L., 48 years old, owner of the apartment complex, and Sh. B., 41 years old, the contractor for the construction of the complex.
From the initial investigative actions, it is suspected that in the rear premises of the market managed by citizen R. S., under unclear circumstances, a fire broke out in an area where waste was accumulated, and this citizen had not taken measures for its removal.
Furthermore, citizen A. C., administrator of the residential complex, is suspected of not having carried out the necessary actions to check the functionality of fire and rescue protection measures.
Eleven citizens (employees of DPMZSh and residents of the building) were injured by the flames, who continue to receive hospital treatment and are out of life-threatening danger.
The special investigative team continues its work on-site to determine the total material damage caused by the fire.
In cooperation with the Prosecutor's Office, work continues to fully and legally document the criminal responsibility of each of the citizens responsible for this case.
The procedural materials have been forwarded to the Prosecutor's Office for further investigative actions.
