As part of his official visit to the United States of America, the High Inspector of Justice, Artur Metani, conducted a visit to the state of Texas, during which he held a series of high-level institutional meetings with representatives of public institutions and actors of the justice system. These meetings were organized with the support of Conroe City Council member Mr. Harry Hardman, as well as the Open Gov Hub Albania organization, with the aim of deepening inter-institutional dialogue and promoting the exchange of experiences and best professional practices between the High Inspector of Justice institution and other public institutions in the United States of America.

In honor of the High Inspector of Justice's visit to the state of Texas, a welcome was marked through a symbolic flag-raising ceremony for one day in Austin, at the Texas State Capitol, as an act of special protocol and institutional significance. Subsequently, during an official ceremony organized with the presence of local authorities, as a sign of appreciation and mutual inter-institutional respect, the flag was presented to Mr. Metani on behalf of Mr. Will Metcalf, Member of the Texas House of Representatives, 16th District, by Conroe Mayor Mr. Duke Coon.

Continuing the official agenda, the High Inspector of Justice also visited the Bush School of Government and Public Service at Texas A&M University, where he was welcomed by Executive Associate Dean Prof. Maria Escobar-Lemmon and Associate Dean Prof. Robert R. Shandley. During this meeting, issues related to academic programs and the essential role of continuous professional training in consolidating and developing the institutional capacities of the High Inspector of Justice institution were discussed in depth. In this context, the parties identified specific areas of cooperation and discussed building a sustainable and long-term inter-institutional partnership between the university and the Office of the High Inspector of Justice, aiming to promote the exchange of academic programs, knowledge transfer, and the implementation of specialized training for the staff of the Office of the High Inspector of Justice by the Bush School.

The High Inspector of Justice, Artur Metani, was welcomed at the Montgomery County District Attorney's Office by District Attorney Mike Holley. During this meeting, the interlocutors exchanged in detail their institutional experiences and best professional practices, which should be followed to enhance the independence, accountability, guarantee of institutional integrity of prosecutors, and further consolidation of the rule of law principles in a democratic society. At the conclusion of the meeting, District Attorney Holley presented Mr. Metani with a certificate from the District Attorney's Office in honor of the visit, with this commendation: "Your work reflects the highest principles of integrity, accountability, and public service, strengthening the pursuit of justice both within your nation and throughout the global community."

During the visit, the High Inspector of Justice held a meeting with Judge Jay Wright of the Texas 9th Court of Appeals, as part of an exchange of experiences on the organization, functioning, and standards of judicial practice.

As part of the visit to Texas, the High Inspector of Justice was invited to the Montgomery County Veterans Memorial Park, where he became closely acquainted with the mission, role, and activities of this center, which is dedicated to honoring the sacrifices of United States veterans, active-duty military personnel, and first responders from all states. On this occasion, he was presented with a certificate of appreciation for the visit, as an expression of institutional gratitude.

Continuing his official visit to the United States of America, the High Inspector of Justice also conducted a working visit to the state of Florida, accompanied by the visit organizer, Dr. Judithanne Scourfield McLauchlan, Associate Professor of Political Science at the University of South Florida, St. Petersburg. During his stay in Florida, the High Inspector of Justice held a series of meetings with magistrates and representatives of the academic world, with a particular focus on analyzing various models of organization and functioning of the justice system in the United States of America and standards of institutional integrity for magistrates. In this context, meetings were held with Federal Magistrate Judge Natalie Hirt Adams of the Middle District of Florida Court, as well as with Judges Pat Siracusa and Keith Meyer of the Florida 6th District Court, where opinions and experiences were exchanged on mechanisms of justice administration, judicial ethics, and procedural guarantees aimed at strengthening the rule of law and legal security.

Subsequently, the High Inspector of Justice also held a meeting with Dr. Thomas Smith, Interim Regional Chancellor and Vice President for Academic Affairs at the University of South Florida, St. Petersburg, during which issues related to inter-institutional cooperation, development of joint academic and professional programs, and the creation of sustainable mechanisms for expertise exchange and capacity building for the staff of the High Inspector of Justice institution were discussed.

These meetings constitute an important step toward deepening international cooperation and further advancing reforms in the justice system, aiming to consolidate the institutional standards of the HIJ and align with international best practices. In this context, these engagements aim to increase public trust in the justice system and strengthen the institutional capacities of the Office of the High Inspector of Justice, in accordance with the principles of the rule of law and contemporary standards of democratic governance.
