After two young men were seriously injured by the explosion of an explosive substance in the village of Mamaj, Tepelenë, police have initiated proceedings against one of them for "Unauthorized possession and production of weapons, explosive weapons, and ammunition."
Proceedings were initiated against 29-year-old Xhuliano Sala, who had the explosive substance detonate in his hands.
