He said there have been cases where he himself has appealed to the Court to lift the sentence for convicts who were in life-threatening conditions, but even after the experts' report, it was not taken into account, leading to the loss of life within the cell. Another concern he highlights relates to the hygienic conditions of prisons, adding that infectious diseases are increasing, such as AIDS. "People in serious health conditions should be released. Healthy people have been released, while those with incurable diseases die in the hands of the guards. A report should be prepared on reinstating the provision for releasing people suffering from serious illnesses. I have observed their condition, that they had no salvation, and I have appealed to the Court for sentence reduction, but the Court did not trust the experts who said they had only ten days to live. I think that school of magistrates should not only be in books, but they should spend a day to see the condition of prisoners or detainees and then decide, because we can all read books but the issue is what happens on the ground. We are the country where prisoners die in the hands of the guards. It is an alarming situation and requires a reaction. Even the hygienic-sanitary conditions are severe. Prisons must return to normality. Since December, we have been lying to prisoners about an amnesty. AIDS is taking over prisons, the number of those affected by AIDS is increasing at a galloping pace," he said.
