Prime Minister Edi Rama announced at the PS Assembly in Durrës that 3% of the construction tax in all municipalities, which will be used for housing, will be collected into a single fund. "We have entered the phase where we must also talk about affordable housing. We are undertaking a complete reorganization of the entire housing policy and procedures. We have decided, we are the only country that has it, a 3% tax on housing in construction permits. Even Durrës Municipality has the potential to generate significant revenue from construction permits. We will collect these revenues into a single fund, but we will not leave it only to Tirana, let's say, although it has the greatest need for housing. While we have another municipality that is second after Tirana in terms of its own revenues, it is Himara. There are many construction projects there but no need for housing. Himara receives the 3%, but does not need housing, so we will create the general fund. There are several dynamics that will facilitate home acquisition for people who are employed, young people, who meet certain parameters, but cannot afford a home. We have started with zero-interest loans for teachers, police employees, military personnel; we have launched a program. We will expand it," said Rama.
