Since 2015, the fire protection law has granted the fire service the authority to inspect construction works to ensure that projects are properly implemented for fire protection and rescue, including the hydraulic system in every building. However, another law on the responsibilities of administrators placed the burden on them to be the first responders, a responsibility that equally applies to administrators of service units such as bars and restaurants. Gjergji Simaku: A comprehensive package for firefighting is needed; the legislation is incomplete and must consider developments, one of which is construction. This is required for every resident in Albania who has a stairwell cage; there are various control methods when exiting a window, it should be cut off to prevent spreading to other windows. The state high audit raises the alarm that full territorial coverage and on-site monitoring for fire protection effectiveness have not been achieved. Shkëlqim Goxhaj: Although the law allows for additional forces, I believe the Tirana fire service is sufficient with 200 personnel to handle any situation.
