The helicopter was very effective because it helped lower temperatures and reduced the intensity of the fire. The main problem here arises from legalizations, as there are many buildings without construction permits because they have encroached on road standards, which prevents firefighter intervention. This is an urban planning issue. These problems are being addressed. The building in Tirana did not have an alarm system. Some tall buildings, the newer ones, have alarm systems. An inspection must be conducted for this building. The water system in this building did exist," stated Cara.
