The "Mountain Package" was the focus of the meeting that Prime Minister Edi Rama held with representatives of the agritourism sector in Albania. Rama emphasized the solution that this legislative initiative provides to the problems with property titles, stemming from the old law 7501. Rama said, "The Mountain Package aims to enable many Albanians who are in emigration or in cities and have land, have old houses, which they want to develop, but have no possibility to develop them because even if they have the money, they cannot get a permit since they don't have the property title. With the new law called the Mountain Package, this becomes possible by applying directly, expressing interest to the municipality, which posts a list for 45 days and makes it public, 'Within 45 days, a reasoned objection must be submitted; if none comes, the list moves to the Municipal Council. The Municipal Council approves it, and the person submits the application. This approval is only valid for this purpose. It is only valid to apply, to get a permit for a project, it is not valid for anything else. You cannot take the land and sell it, you cannot rent it out, nothing at all. Nor do you get a property title. You do not get a property title yet. You go to the relevant instance, apply with the project, and say: This is the project I want to build. The project is approved and you build. Only after you have finished the construction, not before, do you get the property title for that building and that investment—you must complete it. You cannot mortgage the land, because practically you have it for nothing since you mortgage it simultaneously while having the land you cannot use. But you cannot enjoy a property title without investing in that land, and the law stipulates that in any case when at a time x someone else appears claiming to be the owner, they go to court, win with that claim, you don't get it, the state takes it. It then belongs to the state to compensate the person who may appear as a claimant of this property. This is the trajectory that this package follows, and it is very pro-business, very favorable, and absolutely based on the inherited right of property. It is absolutely not based on 'come on, we have the Mountain Package to give some land in the mountains' because we don't need to do this, that is not the purpose at all, others, others," said Rama. According to him, after this procedure, you cannot sell the land and you cannot rent it out, but only after the project is approved and you build, you get the property title for that building and that investment—you must complete it.
