"After the decision on its legitimacy, requests also came from other European countries. But I want to be clear: this is an exclusive concession for Italy. The agreement with Rome cannot be replicated," says Rama. Meanwhile, when asked about his meeting with Giorgia Meloni in Rome on Thursday, he expressed: "Once again, I saw confirmation that your Prime Minister has a clear strategic vision for the relationship between our countries, to which she devotes special attention despite her many domestic and international commitments." Foreign direct investments were 400 million euros. Today, they are over 1.5 billion euros. How is Albania's institutional modernization progressing? We have improved and simplified the justice system by evaluating corrupt judges and magistrates. The career separation that you presented in the referendum is something we have had for a long time, as almost all European countries have done. We have separate councils for judges and magistrates. Then, when we were drafting the reform, we said: we must not make Italy's mistake. What progress have you made in the services and public administration sectors? "For several years, there have been no queues for a certificate or license in public offices. Everything happens through mobile phones and computers. We have not yet digitized marriages, fingerprints, or the land registry, which needs to be reorganized because, after the end of the communist dictatorship, property rights were distributed chaotically, and then there were illegal building permits. Apart from the land registry, we will have everything digitized by 2028." The appointment of a virtual minister, named Diella, created by artificial intelligence, has sparked worldwide interest. Has it helped improve Albania's efficiency? "It has already helped a lot because it is the digital assistant for all Albanians. We are preparing a new, simplified version: you will no longer need to write requests; simply speak via FaceTime, and the digital assistant will provide the service." Diella will also be responsible for public procurement... "Yes, we are on the right track to have public procurement managed by artificial intelligence, without human intervention, and therefore more transparent." How has the special relationship with Italy, which is ancient and not just geographical, been strengthened under the leadership of our Prime Minister Giorgia Meloni? "All Italian governments have been very respectful and open. However, since this government took office, we have moved from good ideas on paper to concrete projects in important sectors such as infrastructure, energy, defense, and healthcare. We have an agreement with Fincantieri; as a joint venture, we will build small and medium-sized ships that will be exported, thus expanding Fincantieri's production capacity."
