The Municipal Council of Tirana has approved a draft decision aimed at compensating public transport companies as part of the Anti-Crisis package. The decision follows an official request from the ministry and a proposal by the Mayor of Tirana, Erion Veliaj, to support the transport sector, which has been significantly affected by rising fuel prices due to the global energy crisis. According to the draft decision, urban, suburban, and intercity transport companies will receive compensation of 50 lek per liter of fuel for a three-month period, covering March, April, and May 2026. The compensation will be calculated based on fuel consumption during this period but will not exceed the amount consumed in the same period of 2025 for each operator. The document emphasizes that the increase in oil and gas prices has reached record levels, putting immense pressure on the transport sector, which accounts for about 98% of the total transport volume in Albania. This situation has significantly raised operational costs for operators and has directly impacted citizens as service users. The document notes that Albania has a road network of approximately 18,000 kilometers, while intercity transport is carried out through 439 lines operated by 242 licensed entities. Additionally, buses cover around 9 million kilometers per month, with passenger traffic reaching about 50 million annually. In this context, the government’s intervention through the compensation scheme aims to alleviate the financial burden on operators and prevent further price increases for citizens. The financial impact of this decision is estimated to be around 250 million lek and will be covered by the state budget’s reserve fund, as well as the budget of the Municipality of Tirana for the capital’s urban lines. The draft decision also outlines the criteria and documentation that beneficiary entities must submit, while compensation requests will be accepted until August 1, 2026, and verified by the tax administration. By approving this decision, the Municipality of Tirana aims to contribute to stabilizing the transport sector and mitigating the effects of the energy crisis on the economy and citizens.
