Two and a half years have passed since the decision of the Strasbourg Court and two years since the High Court, which ordered the disclosure of the perpetrators of the state-sponsored killings of January 21, 2011, yet SPAK still lacks a conclusion to the investigations.
For Mark Nika, the uncle of Aleksa Nika, who was killed 15 years ago, this shows a lack of will in the Special Prosecution to advance the investigations and find those responsible. This forced the elderly man to climb the steps of the plenary session hall this Thursday to submit a request to the head of the socialist parliamentary group, Taulant Balla.
Sources informed that Mark Nika has asked Balla for the Assembly's help to influence SPAK to expedite the investigations. Even a resolution passed in the Assembly, as a call to the special prosecutors for this serious state crime, would greatly assist in this direction, Nika is reported to have told the PS deputy.
According to him, the demands of the Strasbourg Court and the High Court, which ordered the clarification of the role of the command chain of the guard, including former Prime Minister Berisha, in these killings, are not being implemented. The Assembly has the obligation to intervene, Mark Nika is reported to have said, also because it is the only institution that oversees SPAK in implementing the decisions of the European Court of Human Rights.
Three weeks ago, Mark Nika also had a meeting with the Chief Prosecutor of SPAK, Klodian Braho, who told him in the office that the matter is dragging on and that even today, after 15 years, not all persons with knowledge have been called in for questioning.
The criminal proceedings for January 21 were registered on July 15, 2024, following a decision by the High Court and in implementation of the final decision of the European Court of Human Rights, which on November 14, 2023, found serious violations by the Albanian state and demanded the investigation, identification, and punishment of the command chain that ordered the killing of Aleks Nika and three other protesters, Ziver Veizi, Hekuran Deda, and Faik Myrtaj.
