He expressed that in European countries, pre-trial detention figures are 20%, while in Albania they reach 60% according to him. Among other things, Ndreca considers the action of the High Court as delayed, adding that "Albanian courts have pre-trial detention in their mentality." "I think it is a delayed action because, as we said, the level of prisoners and pre-trial detainees has been overturned in numbers. In other countries, pre-trial detention is at 20%, while in Albania, pre-trial detainees are 60%. It is the attempt to detain so many people pre-trial. In every European standard, generally 3-4 months is the presumption, then the role of the prosecution tightens. Periodically, it must prove in court, but with us, it does not happen. There are many cases where it does not happen, but even in those that do, it is very formal. The decision of the High Court is delayed; we have received some slaps in Strasbourg. The questions raised by the chairman of the High Court go in line with the penal code, indicating that there will be changes. The court has pre-trial detention in its mentality," said Ndreca.
