Public institutions in Albania spent approximately 377.6 million lekë, or about 3.8 million euros, on international air transport tickets during 2025, according to data from the annual report of the Public Procurement Agency. This figure marks an 8.66% increase compared to 2024, when the total value of completed procedures with winners for the purchase of air tickets was 347.5 million lekë. The increase in funds comes alongside an expansion in the number of procurements through the dynamic purchasing system for international air transport tickets.

In 2025, the total number of procedures reached 3,134, up from 2,856 in 2024, marking a 9.74% increase. Meanwhile, procedures completed with winners rose to 2,847 from 2,592 a year earlier, or 9.84% more. The dynamic purchasing system is used by contracting authorities as a simplified mechanism for securing international air tickets for official travel.

It is open to all economic operators registered in the electronic procurement system with activities related to international air transport. According to the report, ticket procedures account for about 14.5% of all procedures completed with winners during the January–December 2025 period. However, their financial weight remains limited, accounting for only about 0.3% of the total public procurement fund for the same period. The report also highlights cancellations in this category for various reasons, with 286 procedures in 2025.

About 41% of canceled procedures are related to errors or deficiencies in tender documents. Another 36% of cancellations result from a lack of suitable offers in the market. The remainder is attributed to reasons such as unforeseen circumstances, complaints from economic operators, or a lack of demand from contracting authorities.

Ticket purchases fall under the category of low-value procurements, and according to the APP, this category in 2025 recorded 12,450 procedures with winners, a decrease compared to 2024./Monitor.al
