This is the bridge that will connect the new facilities of the National Investigation Bureau (BKH) with those of the Special Anti-Corruption Structure (SPAK), which is still under construction. A few weeks ago, Top Channel journalist Anila Hoxha reported the establishment of an operational force within the National Investigation Bureau capable of conducting surveillance and infiltrating undercover investigations. This is SPAKโ€™s plan to empower BKH investigators, who, as officially acknowledged, aim for complete independence from the State Police, on which they have relied since their inception. This detail is noted in SPAKโ€™s annual report, and the proposals come not long after SPAK complained about exposure and betrayal when operations have failed. "The establishment of such a unit within the structure will maximally limit the possibility of information leaks during investigative actions and will develop another dimension of investigative capabilities," stated the special prosecution. Since its establishment following the model of the American FBI, BKH has also taken over interrogations, recently including the preventive unit, although the risk assessment unit still remains non-functional. Additionally, every interrogation office is equipped with an installed camera system and audio recording to ensure full monitoring and documentation when questioning declarants and witnesses.
