SPAK has filed charges in one of the largest cases related to abuses in tenders and public procurement procedures, involving former directors of major state institutions.
At the center of the investigation is the former director of the Albanian Road Authority, Evis Berberi, for whom a 10-year prison sentence is sought for several criminal offenses, including five episodes of violating equality in tenders, six cases of passive corruption, and one episode of money laundering. Due to a shortened trial, the sentence is expected to be reduced by one-third. The prosecution also seeks his removal from public office for 5 years, as well as the confiscation of seized amounts from his residence.
Also involved in the same case is another former director of ARRSH, Gentian Gjyli, for whom SPAK seeks 1 year and 6 months in prison for violating equality in tenders, with a reduction for a shortened trial and removal from public office.
Similarly, for the former director of KESH, Erald Elezi, 1 year and 6 months in prison is sought for the same criminal offense, as well as the removal of the right to hold public office for 5 years.
The case also includes Ervis Lami, for whom a total sentence of 7 years and 6 months in prison is sought for active corruption and money laundering, with a reduction due to a shortened trial and suspension of the remaining sentence with probation.
According to SPAK, this case involves collaboration among several individuals and the involvement of legal entities, where it is suspected that competition and equality among economic operators were undermined, leading to undue benefits.
The case file consists of about 520 pages and includes dozens of individuals, among them officials and business representatives. For most of the accused, sentences ranging from 1 to 2 years in prison have been requested, in some cases accompanied by alternative measures such as probation or community service, as well as a ban on holding public office for several years.
