At the session, delegates from SNSD once again failed to appear, continuing their months-long blockade that has marked the final part of the House of Peoples' mandate in this term, carried out in coordination with their coalition partners from HDZ. Delegates from SNSD, including Collegium member Nikola Špirić, announced they would not attend, with the formal explanation that the current Chairman of the House of Peoples, Kemal Ademović, is "violating the Rules of Procedure." Although there was no quorum for work, certain addresses were made at today's session, with Ademović and HDZ delegate Marina Pendeš entering into a discussion. In an attempt to defend the blockade carried out by SNSD and HDZ, Pendeš stated that Ademović should not have scheduled this session, nor previous ones, without the consent of the Collegium. The Chairman of the House of Peoples pointed out that during the chairmanship of Špirić and Dragan Čović (HDZ), sessions were scheduled without consensus in the Collegium, i.e., without his vote. Ademović also emphasized that he initiated changes to the Rules of Procedure to avoid such situations, but his proposals never reached the agenda. At today's session, delegates were supposed to discuss numerous laws, including the Proposal for a Law on Amendments to the Law on Excise Duties in Bosnia and Herzegovina, which would enable the Council of Ministers to abolish or reduce excise duties in crisis situations. The agenda also included European laws, as well as the Proposal for a Law on Restricting the Disposal of Property with the Aim of Preventing Terrorism, Financing of Terrorism, and Financing the Proliferation of Weapons of Mass Destruction under an urgent procedure, which would bring BiH closer to avoiding the Moneyval grey list. Since Kemal Ademović began chairing the House of Peoples, SNSD and HDZ have acted in coordination to completely obstruct the work of the House of Peoples, with only the budget for 2025 and the Proposal for a Law on Amendments to the Law on Salaries and Allowances in BiH Institutions being adopted.
