According to a statement from the Council of Ministers of Bosnia and Herzegovina, the framework for BiH institutions amounts to 1.58 billion BAM. This means that the budget for 2026 could reach this figure, but a lower amount is also possible, in line with the proposal submitted by the Ministry of Finance of BiH.

"This step enables the competent institutions to continue activities on the preparation and adoption of the Budget of BiH Institutions and International Obligations for 2026, with the aim of ensuring the smooth functioning of institutions and the execution of their legally prescribed competencies," the statement from the Council of Ministers of BiH said.

The adoption of this framework, which is a basic prerequisite for forming the budget proposal for BiH institutions, came after the Minister of Finance of BiH, Srđan Amidžić (SNSD), finally gave consent to his own proposal following several sessions.

As his deputy Muhamed Hasanović (SDP) stated back in February this year, Amidžić had previously harmonized this document with the Chairwoman of the Council of Ministers of BiH, Borjana Krišto (HDZ).

Despite this, Amidžić and his party colleagues, who represent the institutions of the Republika Srpska in the Fiscal Council, voted against their own proposal at previous Fiscal Council sessions, thereby blocking further work on adopting the budget.

Nevertheless, this move has paved the way for forming the budget proposal for BiH institutions for 2026, which should come from the Ministry of Finance of BiH.

If this proposal is adopted by the Presidency of BiH, it must be confirmed by the Parliamentary Assembly of BiH, i.e., both of its houses. The budget for 2025, it should be recalled, was adopted only at the end of the previous year.
